Beyond Bars
Everyone deserves the chance to build a better future. Beyond Bars is HCATF’s pre-apprenticeship initiative for incarcerated individuals, developed in partnership with the Department of Public Safety, Windward Community College, and Hawaii Correctional Industries. Currently held at Waiawa Correctional Facility and the Women’s Community Correctional Center on Oahu, the program gives participants hands-on training, real-world skills, and a direct path into registered apprenticeship after release.
Rebuilding Lives Through the Skilled Trades
Training That Transforms
Over six intensive weeks, participants complete the equivalent of one semester of Carpentry Technology (AAS) coursework – right inside the correctional facility. The curriculum blends classroom instruction with hands-on shop time, covering core carpentry skills and foundational knowledge essential to job site success. Participants graduate with OSHA-10 certification, a resume of real competencies, and the confidence to pursue a meaningful career.

A Clear Path Forward
Upon release, graduates receive direct entry into one of HCATF registered apprenticeship program in one of its three trades – Carpentry, Drywall, or Millwright work. They step into a union pathway that offers paid, on-the-job training, full benefits, and long-term opportunity.
Real Skills. Real Change.
Beyond Bars has already helped dozens of participants transition successfully into the workforce. With guidance from instructors and support from HCATF, several are now active apprentices working on major construction projects statewide.

I didn’t know where I wanted to go in life, but this program has given me direction.
Lokahiokalei Liu, Program Graduate

Partnership in Action
This initiative is made possible through the dedicated support of state partners and the Hawaii Regional Council of Carpenters contractor network. Together, we’re creating a second-chance pathway that benefits individuals, families, and the broader community.
